On Tuesday, mayoral candidate Christine Quinn called an ambulance for a distressed intern, 10 minutes passed , twenty minutes passed. She even tried to reach out to police commissioner Kelley but to no avail.  Then someone decided to call Hatzalah. Four minutes later Hatzalah medics were at the scene. 

This week is my favorite parsha in the Torah. It is deeply philosophical and contains the Ten Commandments,  the mass revelation theory, the Shema and the concept that nothing else exists except God. 

For all the deeply esoteric information a specfic episode sticks out. Moshe sets up Arey Miklot, cities of refuge. By doing this, Moshe left a legacy to his students. He went out of his way to take action when it was not his responsibility. All the philosophy in the world can not replace action when helping those in need. 

Comptroller Liu, also a mayoral candidate said (to paraphrase) considering Tuesday was Tisha Bav, a fast day it is impressive that Hatzalah had such quick response time. Hatzalah took action.

Hatzalah as an institution goes out of its way. Emergency response systems already exist. The students of Moshe go above and beyond their responsibility. Torah is not allowed to be studied on Tisha Bav, one reason is because it is enjoyable and we should not be happy. Another reason is, Tisha Bav is not a time for Torah, it is a time to take action.  This was Moshe's lesson in setting up the cities of refuge, when someone is in need, we must provide.
